Partizan’s Martin Stirling captures the quiet power of human connection in new Ministry of Justice campaign film
Partizan director Martin Stirling brings a grounded, human lens to the Ministry of Justice’s new campaign film Ripples of Change, produced by Partizan in collaboration with House 337 for HM Prison and Probation Service (HMPPS).
At the centre of the campaign is a 30-second film that follows a Probation Officer through the rhythm of their working day. Rather than focusing on spectacle, the film builds its emotional weight through small, honest moments: reassurance, patience, and trust. It’s in these exchanges that the true impact of the role is revealed, showing how change often begins quietly, before extending outward into families, communities, and lives rebuilt.
Stirling’s direction keeps the camera close and observational, allowing performance and presence to lead. The tone is restrained and respectful, balancing warmth with realism, and presenting probation work not as heroic myth, but as something deeply human and profoundly necessary.

The wider campaign targets career changers aged 30–55 from a range of backgrounds, including health and social care, education, administration, hospitality, and customer service, opening the door to those who may never have considered probation work before.
